Minimum online stake in Kenya: the KES 20 rule
The minimum online stake is the smallest amount a player may bet in an online gambling activity. Section 71(1) of the Gambling Control Act, 2025 sets it at twenty shillings in a competition, and section 71(3) makes it an offence for an operator to permit a smaller bet.
What the section says
A stake, in the words of section 2 of the Act, is money or money's worth that a player may risk to make a bet or buy into a gambling game. Section 71 fixes a floor for it online:
- s.71(1): a player in an online gambling activity shall not bet an amount of less than twenty shillings in a competition.
- s.71(2): the minimum is inclusive of such saving component for the player as the Authority determines in consultation with the Cabinet Secretary.
- s.71(3): an operator who permits a smaller online bet commits an offence.
The same figure appears for machines. Section 63(4) says a single bet in a gambling machine shall be a minimum of twenty shillings, and section 64(5) says a single bet in a casino machine shall be played for a minimum of twenty shillings.
What it means in practice
The rule limits how thinly a sum can be sliced. KES 100 covers at most five online bets, and KES 500 at most twenty-five. It does not make a KES 20 bet cheap: the average cost of a bet is a percentage of the stake, so it is the total staked over a month that matters, not the size of one slip.
This entry does not state how the saving component in section 71(2) works, because the section leaves that to the Authority. To turn a monthly ceiling into stakes that respect the floor, use the session budget planner or the steps in the guide on setting a betting budget and limits.
Questions and answers
Who is punished if a bet under KES 20 is accepted online?
The operator. Section 71(3) of the Gambling Control Act, 2025 says an operator who permits a person to engage in an online gambling activity for less than the prescribed amount commits an offence, with a fine of not less than three million shillings or imprisonment for a term not exceeding five years, or both.
Is there a legal maximum stake?
Section 71 sets only a minimum. This entry does not cover maximum stakes or payouts, which depend on other provisions and on each operator's approved terms.
